Slocum is the Director, United States Air Forces in Europe-United Kingdom. As a forward detachment of U.S. Air Forces in Europe, USAFE-UK provides higher headquarters staff support for U.S. Air Force units within the United Kingdom. Additionally, USAFE-UK provides direct support to U.S.

Prior to this assignment he was the Commander, 4th Fighter Wing, Seymour Johnson Air Force Base, N.C., one of the largest fighter wings in the U.S. Air Force, consisting of approximately 6,000 Airmen and civilians and home to the multi-role, all-weather F-15E Strike Eagle aircraft as well as hosting the 916th Air Refueling Wing flying KC-135Rs. He has also served as the 48th Operations Group Commander, Royal Air Force Lakenheath, England, the National Defense Fellow at the Weatherhead Center for International Affairs at Harvard University, Cambridge, Massachusetts and as the Senior Advisor to the Iraqi Air Force, Iraq Training and Advising Mission-Iraq, Baghdad. General Slocum entered the Air Force in May 1992 as a graduate of the U.S. Air Force Academy in Colorado Springs, Colorado, earning a Bachelor of Science in Engineering Science/Aeronautical Design. He completed Undergraduate Pilot Training in 1993, and has accumulated more than 3,000 flight hours in the T-37, T-38, F-111, EF-111 and F-15E. His assignments include positions as instructor pilot in both the EF-111 and F-15E, and a wide range of positions at the Headquarters Air Force, wing and squadron levels.

He also earned his master's degree in Systems Engineering in 2006 from the Air Force Institute of Technology. General Slocum has a distinguished combat record in several operations, including operations Deny Flight, Provide Comfort, Northern Watch, Southern Watch and Enduring Freedom.
