I'm not sure I agree that 99% of the corruption is due to Microsoft bugs (a lot is due to already corrupt hard drives or ordinary file corruption that isn't a bug or the fact that the files are so big), but I do think that it would be convenient if Microsoft did release such a tool (even if they made people pay a nominal fee for it). I've been considering it for a while now but the fact that I've had no troubles with Vista backup and it's free has held me back. This software will not restore a Vista backup and will not repair a bkf file (it doesn't use bkf files) - so it doesn't solve that problem but it may remove the problem so a bkf repair tool isn't required. I'm sorry I can't give you the answer you're seeking, but it does not seem to be available - or if it is, it is much too difficult to find.
